The goal of this initiative is to develop procedures and resources that will help communities assess, plan and implement strategic actions that will foster housing development. The target user group of this effort are community leaders (e.g., elected officials, chamber directors, economic development directors, etc.) and organized housing task groups. Elected officials and other community leaders need a systematic approach that will help them clarify and address their community's current and future housing needs. A successful community housing initiative will allow community leaders to direct public and private resources into areas that generate the greatest return regarding economic development and quality of life improvements.
The primary objectives of CARES for this project is to coordinate with the Affordable Housing and Sustainable Environments Working Group in University of Missouri Outreach and Extension and the Northwest Missouri Regional Resource Team to provide data and develop mapping tools to create a housing profile.
Mapping tools and data are being provided for use on laptops in order to locate and attribute housing information via ground reconnaissance. Positional information is being derived from Digital Raster Graphics (DRGs) of USGS topographic maps, Digital Orthophoto Quarter-Quadrangles (DOQQs), regional visits and other sources. This data will be uploaded to an Internet Map Server (IMS) and viewed by the working group and resource team in a password protected Intranet. Some data will be available to the public via Internet access.
CARES staff has primary responsibility for: the coordination with the Affordable Housing and Sustainable Environments Working Group in UOE and the Northwest Missouri Regional Resource Team on the data layers for the IMS, designing the procedures for analyzing the data in the IMS, providing technical expertise on the design and implementation of the ArcView menu interface for the laptop, trouble-shooting GIS problems, acting as liaison with ESRI on maintenance and use of GIS, and ensuring data quality standards are being achieved.
