One Stop Project

Background

The Missouri Department of Natural Resources (MoDNR) is the custodian of a large amount of data related to the environment. The One Stop Initiative will help the Environmental Protection Agency (EPA) and MoDNR to become a catalyst for individuals and organizations to consider what impact their daily actions will have on natural resources. Business, the public, and special interest groups have repeatedly asked to have direct access to this data to assess the MoDNR's performance in protecting the environment, and to be able to respond to MoDNR's regulatory requirements.

MoDNR is committed to integrate state and EPA data to help facilities meet their reporting requirements and provide public access to environmental indicators. By linking air, soil and water facility-wide data geographically and creating an interactive interface for direct access through the Internet, public debate concerning natural resource preservation and use will be enhanced and strengthened. As stated in MoDNR's "State of Missouri One Stop Project - 120 Day Plan" the One Stop Initiative will:

  • Provide Internet access to cross-linked environmental data.
  • Help consolidate the reporting requirements of regulated facilities.
  • Support a facility-wide approach to permitting, enforcement, and inspections.
  • Create a geographic interface to display facilities and associated environmental data.

During the first phase of this project, the infrastructure and data development will be enhanced to initiate an option that will allow regulated facilities to be able to electronically report their facility data via the Internet to MoDNR. This initiative alone will help the regulated public reduce paperwork, eliminate duplicate data entry which will benefit both USEPA and MoDNR.

Objective

CARES's primary objective of the project is to collaborate with MoDNR staff on accomplishing the goals highlighted in MoDNR One Stop Initiative by linking to USEPA's ENVIROFACTS data with Missouri data. This will be accomplished through the development of an interactive graphical user interface provided to the stakeholders through the Internet. This prototype tool will be demonstrated by means of a workshop for the stakeholders (organized collaboratively with MoDNR staff). Additionally, enhancement of Missouri's environmental data through MoDNR's Standard Operating Procedure for Locational Data will be accomplished collaboratively.

Methods

  • Evaluating geocoding methodologies. Several geocoding vendors will be contacted to geocode a sample data set. The results will be compared to evaluate geocoding methodologies used by the vendors. Geocoding in-house will be also considered using TIGER data available through the Missouri Spatial Data Information Service (MSDIS).
  • Conduct geocoding effort for the One Stop Project. CARES will conduct geocoding if the in-house methodology is determined to be the preferred option. Alternatively, CARES will assist MoDNR in coordinating the geocoding process with the chosen vendor.
  • Coordinate with MoDNR staff on determining the appropriate hardware and software configuration for the ENVIROFACTS Server that houses the geographic information system (including Missouri-specific spatial and non-spatial data).
  • Develop a prototype Interactive Data Base Management System (IDBMS) using an Internet Map Server (IMS). A prototype IDBMS will be developed using Arc View IMS software program. Other Internet tools such as Java programming code, CGI (Common Gateway Interface) scripts and Arc View Avenue scripts will be incorporated to enhance the IMS functionality. The prototype IDBMS will provide: Integration of data bases, public access, stakeholder involvement, electronic reporting, and burden reduction. The IDBMS prototype will be refined in subsequent years as more data bases and GIS layers become available.
  • Collaborate with MoDNR staff in demonstrating the prototype IDBMS to stakeholders.
